How do I know if my floor needs stripping or just a recoat?

Look at whether there is finish left to work with. When the coating is dull and scratched but still covering the tile, scrubbing and recoating restores the gloss without removing material. How long before we can walk on it?

Will carpet extraction get the old stains out?
